This chapter considers how the influence of the fairness standards could be increased by consideration of stakeholder needs. It begins with background on the fairness standards, their rationale, and core definitions, and then moves to consider potential target audiences for the Standards for Educational and Psychological Testing (American Educational Research Association, American Psychological Association, & National Council on Measurement in Education, 2014). It describes the roles that these audiences play in the development, evaluation, and use of assessments and draws implications from those roles for the use of the Standards. After presenting examples of tailoring the fairness standards to stakeholder roles and interests for researchers, teachers, and policy makers, the chapter ends with recommendations for developing the next edition of the Standards. Recommendations stress the need to create versions and communications that are customized to stakeholder needs.
